Substantiation, please.
I don't believe there is any such requirement -- I believe applicants are
free to publicize their export permit, if they like.

(Don't be confused: the BXA may not be allowed to release details, to protect
the applicant's proprietary information -- but that's different from claiming
that the applicant is not allowed to publish the export permit.)
